Bay Evidence is an independent research publication by Eric-Michael Wilson II, beginning with Alameda, San Francisco, and Contra Costa counties.
Purpose
A focused regional evidence record
Bay Evidence brings together research, public data, audits, official records, journalism, and original analysis concerning housing instability, homelessness, displacement, and the public systems that govern those issues. The initial reporting geography is Alameda County, San Francisco County, and Contra Costa County. Broader Bay Area coverage will expand only as source depth, data quality, and editorial capacity justify it.
Project status
Citizens Transparency Institute
Citizens Transparency Institute is the working name of the civic-accountability project that houses Bay Evidence and related public-interest research. Its formal legal and governance structure is still being developed. CTI is not represented here as a government agency, nonprofit corporation, tax-exempt charity, or other legal entity it has not yet become.
Researcher and editorial decision-maker
Eric-Michael Wilson II
Founder, researcher, editor, and current final editorial decision-maker for Bay Evidence.
Wilson is a UC Berkeley graduate in sociology and media whose work focuses on civic accountability, housing instability, homelessness, displacement, public records, and the gap between institutional claims and durable outcomes.
The publication also draws on lived experience of housing instability in Oakland. Lived experience is treated as a source of process knowledge and research questions, not as a substitute for documentary or empirical verification.
Editorial decisions currently include source selection, verification thresholds, corrections, publication timing, framing, and whether sensitive material is necessary to a public-interest finding. As the project develops, governance and editorial roles will be disclosed here rather than implied.
Funding and conflicts
Independence should be inspectable
Bay Evidence is currently independently supported. The project may pursue research grants, philanthropic support, sponsorship, or other external funding as it develops. Material external funding relationships and conflicts relevant to published work will be disclosed publicly.
Contributions made through project support links are used to support research, reporting, data work, publishing infrastructure, and related operating costs. Bay Evidence does not represent those contributions as tax-deductible charitable donations.
Editorial standards
Corrections are public
Substantive corrections are logged rather than silently disappearing into revised copy.
Human review
Community submissions and automated source intake never become verified evidence automatically.
