This reconciled comparison series comes exclusively from HUD's federal CoC workbook. County names are reader-facing labels for the underlying Continuum of Care geographies; local county reports are not combined into these figures.
One federal series, one reporting geography
The previous table paired some locally published sheltered and unsheltered components with HUD CoC totals. That produced false arithmetic discrepancies because the values did not always share the same geography, shelter categories, or reporting convention. Every observation below now uses HUD's official CoC fields: emergency shelter, transitional housing, Safe Haven, sheltered total, unsheltered, and overall total.[1]
HUD labels CA-500 (San Jose/Santa Clara) in 2024 as a “Sheltered-Only Count.” The workbook carries an unsheltered estimate and overall total, but that value must not be interpreted as a newly enumerated full unsheltered count.

Across the nine selected CoCs, HUD's workbook classifies 65% of the 2024 estimate as unsheltered. CA-500's count-coverage limitation is disclosed above and in the table.[1]
